The whole City Council voted approval of the mayor entering into an agreement with the apartment developer........but who represented the city in the negotiations? I know that a lawyer will review the documents for legal issues, but lawyers don't negotiate deals.......or shouldn't. Who decided that 15 years of tax abatement was good for Rowlett? Who decided that anything thing the city contributed to the deal was worth 15 years of waiting before tax revenue for the city began? Maybe it was a good deal for the city. I don't know. I wasn't at the table..........but who decided it was a good deal? Did the agreement come out of a Cracker Jack box? The apartment developer got (will get) an incredibly good deal. Here he is in the hottest apartment market in 40 years, and the city is making his down payment and giving him 15 years of free taxes. Can you imagine what his return on investment is with no down payment and free taxes? The ROI is infinite. There is no investment basis in which to calculate the ROI.
Don't you think the citizens should know who represents them? I want to know.
