Let me explain. There are no stockholders of the HFC. Therefore, there are no persons in which profits can be distributed. "Profits" (fees) are retained for future development of additional statute approved projects.
One could make the case that the "free land" is donated to the final property owner in the form of lower prices, then paid back to the city by the home's purchaser in the form of property taxes. Or......the city can do nothing. Remember, 100% of zero is still zero. .
