Happy 4th of July

Everybody has their own memories of past 4th of July holidays.   It has always been a special day for me.  Below is a couple of posts I made on my Facebook page quite some time ago.  When I posted the pieces, I was thinking about October 17, 1969, and how much my life had changed since then.  I was discharged from the USAF on that date.  The transformation from Ron Miller, college student, to Ron Miller, Viet Nam era veteran, was dramatic.  Only the fond memories of the old Ron Miller remained.  A new life with new fond memories in Texas was ahead.  It has not been a disappointment.

The below piece is often referred to as the "full rendition" of Taps. However, it was composed in 1965 by an Italian composer by the name of Nini Rosso. It's title is "Il Silenenzo." It is based on the Taps refrain. The below performance occurred in the Netherlands in 2010. It was in honor of over 8,000 Americans that died in the fighting to free the Netherlands from the Nazi grip during WWII. Not Taps? True. Based on Taps, moving, beautiful, dedicated to American heroes? Also true. I am very familiar with Taps and I like it. However, this piece is very moving and in this setting was quite appropriate, and highly acclaimed.

Happy 4th of July!!

When I was a young kid growing up, Memorial Day and 4th of July were second only to Christmas as my favorite holidays. Of course, Christmas is a no brainer. You get presents at Christmas. However, growing up in a small farming community in northern Indiana, one looks forward to summer and frolicking on nearby lakes. Memorial Day was the official opening of Summer. Great day!! We had been waiting nine months for it. Then, came the 4th of July......right in the middle of the summer fun and frolic and meeting new people. Water skiing, dances at the dance pavilion, ski boats, drive in theaters, hamburgers at the drive-in restaurants, etc. The 4th of July was the epitome of summer fun. Great youthful memories, although I have now been in Texas for 51 years.

Around age 17 you start maturing. You begin to listen to stories of real people about wars, killing, pride in a job well done, post high school careers or college.....and military service. You begin to realize that comic books and movies might not tell things exactly as they were.
Back in the days of the military draft, the question was never whether you were going to serve. The question was when. Some were apprehensive about it, and others were not. Some volunteered right after high school and others deferred while in college. The ones volunteering right after high school experienced intense cultural shock. Four weeks earlier, there was fun at the beach, and now there was a DI yelling at you with his nose two inches from your face. You had absolutely no doubt he would, with the slightest of provocations, pull his 45 out of his holster and shoot you.

Wounds of Korea were still present. The veterans coming back from Korea seldom talked about their experiences but occasionally did. There was no bragging, only distant memories of bad things. We were just beginning to read about a new place called "Viet Nam." A new image of veterans and what they did began to emerge in young male minds.....at least the thinking of intelligent young male minds. Hollywood hero worship began to take a back seat to the less flashy real world. One began to learn that when someone died or was killed in the real world, it was in fact real. You couldn't turn a page or change channels and get a different ending to the story.

The history books told us what the early fighters for the USA did. There was a little bit of the comic book syndrome connected with the history books.  That was  because one couldn't relate those stories with contemporary stories of heroism and political in-fighting; the stuff we read about every day. As one matured, the earlier concepts of what the USA was, became more real.

I have a distant (five times removed) grandfather who fought in the Revolutionary War along side four of his other brothers. He and his brothers were just a few years off the boat from Europe. For their services, each of the five brothers received a land grant in Bucks County, Ohio, down near present day Cincinnati. He improved his land, then sold it for cash to buy better and more productive land in northern Indiana. That's how I got to Indiana. My grandfather died in 1837 and his wife died in 1854. They are buried together in a small church cemetery near Wild Cat Creek, in Clinton County, along with one of his brothers and other members of the family. I have visited their graves. I am very proud of my heritage.  They were true "Leather Stocking Tale" participants.

Although the pleasures of my original 4th of July celebrations remain cherished, they have been substantially replaced by a more mature celebration of the holiday. I still reminisce about the lake and the dance pavilion, but I think more about my distant grandfather and what he did. I think about subsequent grandfathers that contributed with their military efforts in the War of 1812, and even my own little effort I made with my military service.

The 4th of July remains one of my favorite holidays, but increasingly I celebrate the efforts that my ancestors successfully performed to keep this nation and my home as I enjoy today. It took generations of efforts to keep us as we are. It was no small feat. Many, many people died just so I could keep a barbecue grill in my back yard, if I wish.

I become deeply concerned, angered, and saddened with some of the behavior I see demonstrated today. All the name calling, demonstrations, AG investigations, media bias, and just plain old childish behavior is far below the standards of the expected behavior of an American. We are different than all the other people of the world. That is not a criticism of the rest of the world. It is a standard that other nations should aspire to attain. There are real enemies in this world that delight in the most cruel torture, rape and murder of innocent civilians. These same enemies wish to kill you in the same manner. Don't take my word for it. Listen to them.

When I see half of the House of Representatives throw a fit like a two year old, evidenced by three members walking out of a session during a moment of silence honoring victims of Orlando, or demonstrating like a bunch of morons in Congress, I just wish my great, great, great, great, great grandpa was still alive to go kick some ass. I think he would and could do it, aided by all his many layered grandsons. I am thoroughly fed up and disgusted with this present day crap we call politics.

Have a great 4th of July weekend. Enjoy family, friends, and place. Remember what started it, and support the current heroes who keep the date meaningful. Tell the ones you love that you really do, and be thankful that you can do all this in the country that my grandpa and his friends built for us. It's our job to pass the USA on to our decedents at least intact.

Me? I'm going to remember Indiana Beach on Lake Shaffer, maybe do a little sailing on Lake Ray Hubbard, enjoy as much family as I can, put some steaks and burgers on the grill, and drink a beer as a libation to my grandpa, John Mattix,......and maybe have another beer dedicated to all the current service personnel now serving in the US armed forces. The damned politicians will have to buy their own beer.

The Planning and Zoning Commission just voted to deny the zoning on the Chiesa Road project.  It was a proxy vote for all apartments in Rowlett.  To hell with the mobile home tenants, senior citizens, and workforce people.

Mischaracterization

I have been called a bleeding heart liberal because of my stance on housing for seniors and workforce. 

I want to be clear.  I am a conservative....very conservative.  However, that doesn't give me the right to ignore the needs of seniors and workforce populations, who are very much a part of the town I live in.  I want to live in a town that takes care of it's own needs, including persons on Social Security and medium  incomes.  I think that is the duty of all our citizens.  I think that working on behalf of the ones in need  projects a very good image for Rowlett and  the community's lifestyles. 

Naysayers say it reduces property values and increases traffic.  Oh yeah.......the sky is falling, too.

It's time to be counted

I had a flyer placed on my door today.  It was a letter asking neighbors to show up at P&Z meeting on June 27, and the City Council meeting on July 18.  A story was told and near the bottom of the letter were the words "WE MUST MAKE NOISE."  This was not the first time I saw the letter.   I had read it yesterday on Facebook.  I answered the author of the letter.  However, the entire Facebook string was taken down by the administrator.  Below is a copy of the letter.
I answered the letter on Facebook.  I took exception to the reference that more than one property was involved.  That was not true.  There is only one.  I have lived on Chiesa Road for 42 years.  The letter reports 10,000 cars a day using Chiesa Road.  Folks, that is 7 cars a minute, for 24 hours!  I don't believe their sources.  My bedroom window faces Chiesa.  If I had 7 cars a minute from 11:00 PM to 7:00 AM, I would certainly know it.  There is peak traffic at normal rush hours, but causing no more than the expected minor irritation to normal people that plan for it. 

I thought it was sad that the letter makes reference to the First Christian Church and a plea to call the minister.  I thought that was a cheap shot.  Furthermore, the letter says that the apparently sinister planning for Life Messages was done "behind closed doors."  Where in the world did they think planning would take place?  In the middle of Main Street?  Of course, the letter is filled with cheap shots at other developments, including Bayside and Interstate 30.  The crowning war whop was, "WE MUST MAKE NOISE."

All of this is an attempt to spread fear and intimidation.  It is an organized group.  They are going door to door and spreading untruths, as above, and encouraging mob rule.

Ron I took down my posting from next door because I could not verify some of the statements made in it and that was my mistake and I apoligse. It was sent to me and I took it as fact but I never posted it on Facebook that I am aware of . My intention was to get people to come to the zoning meeting . I'm glade that God has appointed you to hand out the penalties and provided you with all the real facts . I'm just a homeowner and care about Rowlett. I am still aginist this project because of the road condition and I don't believe it will help seniors or young professionals. It also bothers me that the people that seem to be pushing this all seem to be in real estate or are developers . Please correct me if I am wrong And I'm sure you will .

If  you read the Facebook string, you should have learned something.  I started  out trying to give the facts.  All that invited was name calling.  So, I offered bait.  It was taken.  It revealed the poison and  rancor that prevails in this movement

If you read this blog, you should have all the facts, with maybe a minor mistake or two.  Be assured it was unintended.  I'm not the developer and I don't know  all the minute details.  However, overwhelmingly for the most part, all I have written are the true facts. 

As I said above, this is an organized effort.  They have people to knock on doors and hand out brochures.  The developer isn't.  He's busy trying to design a good product.  So, that leaves me and a computer. 

The organization will make enough of a fuss and a lot of noise at P&Z and at City Council.  They will be storming the Bastille.  The Barbarians are at the gate.  They will be in full intimidation mode.  They will try to get P&Z to go against the Staff recommendation.  They will try to scare all the politicians running for office that they are in dire circumstances if they do not deny the zoning request.  There might be 100 people shouting, being disruptive,  and generally being rude.  That's the American way, right?  Well, kinda.  It's legal to assemble in the USA.  

But, you need to think about something.  This relatively small noisy crowd might get their way.  They might get it from noise, misinformation, and intimidation.  Is that what you want?  What about the hundreds of seniors and  workforce people that need this project?  What about the tenants that, since there are no apartments allowed, where can they look to for assistance?  What about apartments in Bayside?  Are they done?  What about the new Housing Financing Corporation?  Are they done?  This project is not big enough to handle all the need.   I don't see much, if any, support for these groups from  the protesters.    I know some of this descent is being caused by an ex-P&Z member who was a paid consultant for a developer that just had their project denied by City Council.  Think there's some sour grapes here?  The Texas Department of Housing and Community Affairs does not cotton to such behavior. 

So, here we are.  The seniors and workforce people of Rowlett need your help, as well as other needs.  There is plenty of information in this blog to give you the facts.  You just need to read a little, starting about a week ago.  I am not going to ask you to go down to P&Z meetings or City Council meetings to try to shout down the naysayers.   However, I'm going to ask you to let your thoughts be known.  The naysayers have filled City Hall with protest forms.  While you are sitting here reading this blog, the key email addresses are below.  They are "live."  You can email straight from here.  You need to tell "officialdom" what you think.

In an earlier post in this blog I wrote of comparing the Chiesa Road mobile home site to a site presented to City Council by developer by the name of Pedcor.  I am an ex-appraiser.  The comparison is called a "highest and best use analysis."  It's a tool that many appraisers use. 

In that analysis, the Pedcor site and the Chiesa Road site were each compared for the specific needs of the City of Rowlett.  There were 10 numbered paragraphs.  The Chiesa Road site won the comparative analysis by a wide margin.  I complimented Pedcor as a good developer.    In my letter to City Council, I asked that they "table" the vote for Pedcor's request until they had a chance to see the Chiesa Road site presentation.  Apparently, the "highest and best use" analysis was so compelling that the Council denied the request. 

I have subsequently learned that a past Chairman of the P&Z Commission of Rowlett, who had attended at least one meeting in which I was present, and took a commanding lead in resistance to the Chiesa Road project after the developer, a City Councilman, and myself left the room, was a paid consultant to Pedcor on the aforementioned Council denial.  Some might think there is some chicanery involved in the resistance movement.

Uncaged and prowling

  If you had been reading a particular Facebook string yesterday, you should have been entertained.  The major combatants were a very emotional lady who apparently thought that apartments (those that were close to her) were soon to cause world wide mayhem.   The other combatant was me.   Of course, if you read my blog, you know I think all apartments might have a use and each project deserves an honest hearing, not emotional and near hostile rancor.   Certainly there is a need for good housing for seniors and workforce families.  Rowlett has been criticized by experts for not providing such.  Common sense should tell you that that was probably an accurate analysis.

However, the lady combatant felt that I was Beelzebub in the flesh.  It was absolutely clear in her mind that the world wasn't big enough for the both of us.

The lady was smart.  She thought fast on her feet and  in general had a good command of the English language.  However, as you read her string, it became increasing apparent to me that something else was bothering her.  Every time I disagreed with her, she went ballistic.   So, I started throwing her red meat bait.  She took it every time.  Every time she took the bait, she added more venom to the bite.  The more bait that was tossed out, the more ravenous she became.  She should have now demonstrated her bizarre approach to discussion issues.  It's my way or the highway, Jack.  Sometimes very smart people make poor decisions because of personal agendas or personality quirks.

I probably should not have done what I did.  But, she seemed to insist on her crusade to save the world.  And, I made a mistake.   I reported some formula when calculating the rents to be charged in the proposed Cheisa Road project that were not accurate.  It is true that rents are bracketed based on income.  Each  of four brackets must make at least a certain amount of monthly income, but can not exceed a certain amount of income.  It was my understanding that the rents were based on the average Rowlett family income of just over $83K per year.  That, too, is accruate.  The average family income sets the basis for calculating the rents.  However, I misreported the formulas.  I have been informed that 15% of the project will have "market rate" rents.  Other levels of income will range from $24K a year (which suits Social Security couples) to $48K per year for Workforce populations.  I have oversimplified the equations, I know, but the exact numbers are known by the developer, not me.  I don't manage these apartments for a living.  They do.  

So.....here we are.  If you've been reading my blog, you know what I think.  If you read the emotion packed Facebook string, you know what the apartment opposition thinks, or doesn't think.  

All I want is for you to think.

The intellect of it all....

I'm not a "Facebooker" and I don't get on my little Neighborhood group, often.  I have friends that send me comments made by others in other Nextdoor groups.  Of course, I can't answer them because I am not a member of their group.  But, I can damn sure answer them here. 

I am just stunned by the number of my neighbors that are unable to think for themselves and follow blindly the undocumented and misinformation of other self anointed "leaders."  In their fight against the proposed 114 unit development at the site of the current mobile home park on Cheisa Road, it seems any exaggeration is fair.

Let's look at some examples:

Gerald Freeman and Jenni Vines Velazquez have both written that Chiesa Road has 10,000 cars a day traveling from Miller Road to Lakeshore Pkwy.  Neither cite their source for that information.  Folks, that's 7 cars a minute for 24 hours every day.  I have lived on Chiesa Road for 42 years.  Never, ever, has there been anything remotely resembling that amount of traffic in 42 years.  At peak drive times, say 7:00 AM and 6:00 PM, perhaps, but only lasting for about an hour each.  The rest of the time, you can play stick ball in the street and be okay.  The real traffic study will be available at the P&Z meeting.    I think this is a good example of shooting off your mouth without thinking, or knowing that no one will check your numbers.

Jenni and Char Richardson proclaim that the Chiesa Road apartments are HUD projects and the evidence is that the tenants are being relocated under the jurisdiction of HUD.  Neither is true.  HUD does have relocation regulations for HUD funded projects, however this project is not HUD.  It comes under the Uniform Relocation Act. The relocation consultant should appear at both the P&Z and the City Council meetings.  See:

Gerald Freeman says the "(Amtex Rowlett Fund LP) is trying to get a vacant property, as well as nearby properties rezoned."  There is only one 14 acre site, that is a mobile home park, in which rezoning is requested.  Don't know anything about any additional properties.  This would appear to be a lie.

Gerald Freeman, in a guilt by association effort, further states that Life Message is proposing building their new facility behind the First Christian Church at Miller and Chiesa.  He made the very sinister comment, "All the planning was done behind closed doors."  Just where in the hell did he expect them to plan it......in the middle of Main Street?   Mr. Freeman suggests you hassle the minister of the First Christian Church by emailing her.  So, now we are advised to not only storm city hall, but First Christian Church, as well.  God is not going to be happy.  Mr. Freeman probably has a week of acid indigestion in front of him.

It is unbelievable the crap that people believe without thinking.  Remember the Pied Piper story from childhood?  The children followed the Pied Piper right into the sea.  Do you think there is a message there?

The City of Rowlett is just launching a new financing vehicle for housing.  It is a Housing Financing Corporation.  It is being developed to provide special financing for housing for seniors and workforce populations.  

If the madness about shutting down all apartment development wins because of the decibel level (in the absence of intellect) of the noise,  then we may as well quit wasting time on the development of an HFC.  There won't be anything to finance. 

How incredibly stupid.

Got a phone call from a reliable source...

It is told to me that some of the "Facebookers" that are against apartment development in Rowlett don't really exist.  I am told they are fictitious and names are created solely for the defeat of apartments.  Folks, I guess that's kinda smart, but really, really, sad.  It suggests that there is a conscious effort to organize and plan citywide to defeat all future apartment development. 

Apartments are not bad.  They serve a very  special need that any major community might have.   Even very small towns have some need for rental units.  Can apartment projects be bad for a neighborhood?  Of course they can.  It all depends on the management and the code enforcement of the individual projects.  Overwhelmingly, most owners want their property well maintained and filled with good tenants.  Good managers want good performance out of their apartments because they will get fired by the above owners if good management is absent.  Finally, good tenants want to live in good apartment projects.  None of the above are exaggerations.   They are simple concepts that any intelligent observer should be able to recognize.

Are there exceptions?  Of course, but usually the exceptions are located in very bad neighborhoods.  Most are old projects that deteriorated right along with the neighborhoods they were in.  They did not cause the deterioration.  Economics did.  The same economic forces that worked on the neighborhood worked against the apartment project at the same time.   We live in a MSMA (Major Statistical Metropolitan Area) of   several million people.   In the entire Dallas/Ft. Worth area, I would love to see any evidence whereby an apartment project caused the deterioration of any neighborhood.  ANY EVIDENCE.  Apartments are structures.  They are inanimate objects.  They don't cause any problems.  Management of those apartments and other economic forces CAN. 

So, why does any community need apartments?  Because single family detached houses do not provide appropriate housing for everyone. 

When I was in college, I lived in a fraternity house.  That was appropriate for the time.  Right after college, I neither wanted, nor could I afford to buy a house.  I had no idea where my new career was going to take me.  I was excited.  I actually had positive cash flow.  I had interned with a real estate appraisal company during my senior year and was offered a permanent job after school.  I was extraordinarily happy.  In order to save on living expences, a fraternity brother and I shared an apartment in Indianapolis.   We were proud of our apartment and the project in which we lived.  It was in an upscale area of Indianapolis, and many new young families and fresh new faces gathered there.  Under no circumstances did I consider myself apartment trash.  But.....I was an apartment dweller.  A happy apartment dweller.

After my dad passed on, my mom stayed in the house for a few years.  The house was becoming too much for her to maintain.  She lived in a town of 15,000 people.  There was an apartment project of about 150 units in town.  It was for seniors of 55 years of age, or older.  Mom sold the house for not much by today's standards, but it gave her a little nest egg and she moved into the apartments.  She absolutely loved it!!  Many of her friends of her age already lived there.  They had a large community room where many gathered each day for games and conversation.  They had a great place to invite other friends that lived in their town.  Much of her loneliness disappeared.  The apartments were very good for mom.   She subsequently moved here to be close to the grandkids and lived 15 years in the Chiesa Road project that is now causing so much scorn because it will be bad for the community.  Mom died at age 93.  I really miss her and her sense of good humor. 

In both stories above, apartments played a part.  Apartments served a good purpose in both stories.  The apartment living for both myself and my mom provided very needed accommodations.

Yet, the stupidity of some citizens provides the basis of their complaints that ALL APARTMENTS ARE BAD.  They say that all apartments cause nothing but problems.  That is blatantly untrue.  I don't know why they do this.  Partly its ignorance, but partly its something else.  I believe it is motivated by fear of change.  In the case of the Chiesa Road proposal, the naysayers know about the mobile home park and have accepted it "as is."  They have learned to cope.  However, if apartments are built there, everything changes.  They don't know if they can cope with the change, so they just deny it by protesting.  They know well managed apartments don't cause problems.  But it doesn't stop there.  They want ALL additional apartments banned from the city.  That is incredibly stupid.   Rowlett is not near overbuilt with apartments.  Even with the current number of units being considered, Rowlett will only be about half of the national average of apartments vs. houses.

I have been told, and it has been insinuated by others, that I am totally "pro-apartment."  That's not true, either.  I am application specific.  Some projects work on certain locations with certain financial plans.  Some don't.  I have been involved in two apartment projects that I was against in the best interest of Rowlett.  One was a 225 unit project near the corner of Rowlett Road and Lakeshore Parkway.  I spoke against it because of the proposed involvement of the Dallas Housing Authority in the financing package. It failed.  Very recently, I wrote City Council email about another 88 unit project on Rowlett Road near the funeral home.  The developer was a good developer, but there was much better suited land for the financing  program presented to Council.  However, only one project could survive the Texas Department of Housing and Community Affairs scoring system.   I only asked for a delay of the motion until the second site could be reviewed.  Council went further and just plain denied it.

Folks, were at a critical point in a critical path for Rowlett.  The road splits here.  We can take the road down sensible development savvy using our brain.  We can consider providing housing for the very well to do, the young families just starting their lives together, and providing comfortable and cordial housing for our Seniors.  They are all part of Rowlett.   Hundreds, perhaps thousands of people need the housing.

Or, we can take the path of ignorance.  If you believe the naysayers and Bastille Stormers, we will deny any further apartment development because "they are bad."  If a loud enough voice is heard, there is a real possibility that 58% of our City Council will vote with the naysayers.  Why?  Because they are running for office.  Four of the seven voters on City Council are running for office.  They might throw the needs of hundreds of Rowlett citizens under the bus for a few votes.  This path is a real possibility. 

So, what do you want for Rowlett?  I can't knock on every door in Rowlett.  If you believe my side of the story, you gotta help me out.   Write the Planning and Zoning Commision and the City Council and tell them what you think.  Right now, Council might think the naysayers are the smart ones.   One thing I promise you.  I will follow the votes of P&Z and City Council and tell you exactly how each one voted and why.  You need to know which ones "serving Rowlett" have IQs of over 80.

Hi Ron,

I live in Rowlett and just recently discovered your great blog and the wonderful insight you share. Ever since moving to Rowlett 20 years ago, I've been concerned with the possibility of not being able to afford to retire here in my so-called golden years.

I've been working with a young real estate developer about creating a neighborhood of minimal maintenance tiny homes (1,000-1200 sq ft) for people on fixed incomes. My main focus was for senior women. I've met with Daniel Acevedo, Rowlett's urban planner, and he has been very helpful.

Would you be willing to meet with me for breakfast or lunch one day soon to give me some feedback on my idea and I am sure I can learn tons from you.

Thank you for what you're doing. I've long felt that it wasn't fair for people who work two jobs but may make only minimum wage should not have the opportunity to afford a nice, safe place to live.

I'll jump down off my soapbox because I think I'm preaching to the choir. :)
