Doin' a little review

Last meeting (June 3) of the City Council pertained to some modification of the zoning language to the North Shore area.  I viewed that meeting, then decided that I needed to review the Staff Report of March 27.  That was enlightening.




The following is text about North Shore copied from the March 27, Staff Report text.




"However, after delaying the North Shore Initiative for nearly a year, Staff continued to see development pressure mounting in this area and believed that it was critical that the City take the initiative to implement the vision established in the Comprehensive Plan at this time. If not, it will become increasingly more difficult to discourage the rezoning of this area for conventional single family subdivisions as that is the majority of the interest received. As Council is aware, the City’s lack of diversity in housing types is directly linked to the lack of diversity in commercial tax base. To sit back and allow the largest area of commercially zoned land in the City to be incrementally rezoned with no master plan is not in the City’s best interest and will very likely lead to an undesirable outcome as it relates to the City’s fiscal suitability."




The arrogance of our Zoning Department is unbelievable.  Since when did they become real estate appraisers or marketing experts?  The above admits they are ignoring the marketplace.  They are advising against residential in favor of commercial.........yet there is no market for commercial.  "The city's lack of diversity of housing types is directly linked to the lack of diversity of the commercial tax base."  Prove it.  Simply not true.  There may be a few instances whereby a few people would not be building a new commercial building because of disappointment of housing offered by Rowlett.  However, I would suggest you can count them on one hand.  The above statement is pure fantasy.  In fact, the whole dissertation is an example of someone reaching far beyond their capabilities.  Just go to the March 27 Staff Report on  the North Shore discussion and read it.  It is a prime example of bureaucratic blah, blah, blah.  Tell me what you learned right after you read it.




Oh, hell.  Just take the mystery out of it.  Run a Net Present Value calculation.  That will tell you everything.
