I think we know the answer by the secrecy and speed at which they are trying to get this done. None of your demands will be met. Anyone who thinks they are going to spend the money to provide service roads and ample access ramps (and just as importantly exit ramps) without being forced to is delusional.
I really don't care what rules or clarifications are made to their eminent domain powers. No private entity should have them at all.

(Note: I'm not hardly delusional. Just setting out deal breakers as I see them. A lawsuit to a privately funded operation is considerably more nettlesome than a lawsuit to a governmental agency. Private projects still have to work within the numbers of a profit motive. The government will outlast you. Private projects can't afford much lengthy litigation. Attacking the project is easier than challenging state law regarding eminent domain.)
