The HFC is a financing vehicle for financing of housing for Seniors and Workforce citizens. It has nothing to do with zoning, planning, Form Base Codes, Rental housing study, or any other controlling ordinances. It is founded strictly for the financing of housing. Anyone that's an expert in planning, zoning, or codes, may not have a clue about financing. It's a different skill and discipline. We don't have many (any?) development lending executives in Rowlett's "officialdon." Therefore, we have something akin to the blind leading the blind.
I have provided the contact information to City Council for all the experts they need. Whether they use it, or not, is out of my hands. Council doesn't have to re-invent the wheel. It has already been done. There are counties and towns all around us that have HFC's. As said above, they have access to the experts that can lead them thru this.
I shall keep you informed, as best I can, about the brilliance, or lack thereof, of our Council.
This is strictly a policy decision, placed squarely on the shoulders of City Council. Staff doesn't have a thing to decide, altho they may provide info and advice if they have any.
Under our City Manager form of government, the City Council forms the policy and the City Manger implements it. This is the City Council's baby. They know where to get expert advice.
